Domestic travel rules eased to allow all ages to travel under certain conditions
Dear our passengers,
Travelers of all ages from the National Capital Region (NCR) may now travel domestically to areas under General Community Quarantine (GCQ) and Modified General Community Quarantine (MGCQ), provided that seniors, pregnant women and persons with identified health risks are fully vaccinated, and subject to compliance with the protocols of the destination LGU (local government unit), including S – PASS or QR Code requirements.
In addition to individuals ages 18 to 65 regardless of vaccination status, the following groups/individuals are now allowed to travel in areas under GCQ and/or MGCQ:
a. Those below 18 years old;
b. Fully vaccinated individuals over 65 years of age;
c. Fully vaccinated individuals with immunodeficiencies, comorbidities, or other health risks; and
d. Fully vaccinated pregnant women.
An individual is considered fully vaccinated for COVID-19 if:
a. Two weeks or more have passed after receiving the second dose in a 2-dose series;
b. Two weeks or more have passed after receiving a single-dose vaccine; and
c. The vaccine administered is included in the:
1. Emergency Use Authorization (EUA) list or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration (FDA); or
2. EUA list of the World Health Organization (WHO).
RT-PCR and/or Antigen test requirements and other specific rules, however, will depend on the guidelines imposed by the LGU of destination.
We encourage you to periodically check the local government website of your destination for the latest specific travel rules and requirements for each province, city or municipality in the Philippines, which differ from LGU to LGU.

International flights from Green list countries are allowed via Manila

The Philippine government has approved the resumption of international transfers, so travelers can now fly via Manila on a journey between two different countries if they meet the following conditions:
1. Passengers are traveling from a country in the Green List as defined by prevailing IATF Resolutions
2. Passengers must be flying to Manila on a PAL international flight and must be departing from Manila on another PAL international flight on the same day (overnight transfers will not be permitted).
3. Passengers will undergo health and requirements checks conducted by the Bureau of Quarantine (BOQ) upon arrival and disembarkation in Manila prior to their departure on a connecting flight.
4. Transfers are permitted:
a. between international arrivals in Terminal 1 and international departures from Terminal 2
b. between international arrivals in Terminal 2 and international departures from Terminal 1
c. between flights arriving in and departing from Terminal 1
d. between international flights arriving in and departing from Terminal 2
5. Passengers must present the following from airport of origin:
a. One Health Pass QR code (Electronic Health Declaration)
b. Negative RT-PCR Test result if required at final destination
c. Travel and Health Insurance (with COVID-19 coverage) if required at final destination)
6. Passengers must observe the following health and safety protocols as mandated by the government:
a. Temperature checks at the airport
b. Social Distancing in all airport touchpoints
c. Wearing of face mask and face shield
d. Contained movement inside the terminal

Milestones - PAL plans more flights in October
Dear our passengers,
Philippine Airlines is gearing up to expand international and domestic flights in anticipation of a tourism and business revival as the Philippines ramps up vaccination drives and improves travel and economic conditions nationwide.
By the end of October 2021, PAL plans to increase flights to San Francisco, Hong Kong, Los Angeles, Guam, Singapore, Dubai, Doha, Nagoya and Fukuoka while continuing special flights to Auckland, Vietnam and points in Australia. Other flights to Honolulu and Taipei will go online in the last week of November 2021.
Its winter schedule also includes regular flights to New York JFK, Seoul, Saudi Arabia, Vancouver, Toronto and other Asian destinations.
On domestic routes, PAL will add additional frequencies to Iloilo, Legazpi, Butuan, Puerto Princesa, Bacolod, Dumaguete and Roxas City. PAL's Cebu Center will have additional frequencies between Cebu and Zamboanga, Cagayan de Oro, Bacolod, Butuan and Davao.
PAL has steadily built up operations in recent months, now averaging 27% of pre-pandemic flights across 70% of its route network.
PAL has now increased daily flights to Los Angeles, Tokyo, Osaka and Singapore. More weekly flights are continuing to San Francisco, Vancouver and other points in Japan and the Middle East. London is served with special flights in September and October.
With the shift to GCQ status for the national capital region, PAL presently operates multiple daily flights between Manila and Cebu, Davao, Cagayan de Oro, Boracay (Caticlan), Tacloban, Legazpi, Bohol and Cotabato.
PAL received US court approval last September 9 for the first phase of its ongoing Chapter 11 restructuring plan, which will allow new capital to flow in even if the firm fully maintain its flights and services.
With the milestones set out, we promise to bring travelers more perfect flight experiences in the coming time.

Philippines launches “More Fun Awaits” global campaign to showcase travel preps
The Department of Tourism (DOT) of the Philippines has launched the More Fun Awaits campaign to strengthen the Philippines’ positioning as a top-of-mind tourist destination in the global market once international leisure travel to the country resumes.
More Fun Awaits showcases the preparations that the DOT has been carrying out while tourism has been put on hold because of the pandemic. The campaign is focused on communicating exciting destinations to visit, starting with those that have been ready to welcome local tourists and have minimum health and safety protocols in place.
It also includes new tourism products and circuits that have been developed by the DOT, in coordination with private sector tourism stakeholders and various local government units (LGUs), based on travellers' preferences in the new normal.
Aside from the sun and beach tourist destinations that the country is well-known for, the campaign puts a spotlight on new and enhanced bike tours, dive circuits, farm and food tourism circuits, hiking and trekking, and outdoor museums through historical and cultural tours, among others. These cater to tourists’ new normal preference for outdoor activities and well-ventilated areas.
“The More Fun Awaits campaign will sustain the presence of the Philippines as a tourist destination amidst the pandemic, while getting foreign travellers excited for what’s in-store for them once borders for tourism reopen,” said Tourism Secretary Berna Romulo-Puyat.
It will also feature a crowd-sourced campaign that invites Filipinos to become tour guides of their hometown, either by posting their own virtual tours on social media, or sharing their own photos of their recommended destinations, activities, or dishes. Posts must include the hashtag #MoreFunAwaits and those selected will be shared in the social media pages of the DOT.
At the heart of the campaign are stories about tourism workers and advocates who have contributed to the recovery of the industry, which can be found in the More Fun Awaits website and the DOT’s social media platforms. These stories emphasize the need to remind both local and foreign tourists that tourism is not just the act of travel, it is also about livelihood and supporting the lives affected by the pandemic.
“Travel is more than just a personal experience. The heart of tourism are the workers and the communities who make the experience possible,” said Puyat.

Covid test before domestic travel to Cebu
Dear our passengers,
In accordance with the new directives issued by the Governor of Cebu Province as well as the regulations of the local governments of Cebu City, Mandaue City and Lapu-Lapu City, effective August 19, 2021, all Domestic passengers flying to Cebu are now required to present:
1. Negative RT-PCR test results taken within 72 hours prior to scheduled arrival in Cebu;
OR
2. Negative Antigen test results taken within 48 hours prior to scheduled arrival in Cebu.
Note: Negative Antigen Test taken within 72 hours prior to arrival will be allowed for travelers to destinations in Cebu Province; but NOT if they are destined for Cebu City, Lapu-Lapu City and/or Mandaue City, which strictly enforce the 48-hour maximum for Antigen tests.
Passengers who are unable to present either a valid negative RT-PCR test result or a negative Antigen test result will not be allowed on board. (Test results must not expire during transit)

Adjustment of certain Saudi Arabia flight schedules due to travel restrictions
Dear our passengers,
Due to Saudi Arabia government regulations on flight restrictions during this period, we are forced to cancel some of the flights below:
- Cancellation of the following Manila-Riyadh-Manila flights: August 13, 14, 16, 20 and 21
- Cancellation of the following Manila-Dammam-Manila flights: August 16, 17 and 22
- Regular operation of our other Dammam and Riyadh flights during the period August 11 to 22, but with available seats reduced to just 186 passengers per flight on the Dammam-Philippines and Riyadh-Philippines sectors to comply with limitations on the number of passengers we are allowed to carry on certain flights.
(Note: We are allowed to carry a full load of passengers on the Manila-Dammam and Manila-Riyadh sectors, so the flights outbound from Manila are not affected.)
We do our best to notify affected passengers via e-mail and call/text message, if your contact details are in our system. However, we are unable to reach a number of passengers in certain cases, e.g., possibly due to erroneous contact details or transmission problems.

The Department of Foreign Affairs has temporarily suspended all visa issuance in all of its Foreign Service Posts. Waiver of quarantine requirements upon arrival in Hawaii for PAL passengers
Dear our valued passengers,
Traveler to Hawaii flying Philippine Airlines (PAL) can now be exempt from quarantine requirements on arrival if they take advantage of RT-PCR tests from PAL's test centers or Trusted Testing Partners.
PAL passengers who ensure, prior to departure, a negative RT-PCR test result from a PAL testing partner accredited as a Safe Travel laboratory shall no longer be required to undergo the mandatory 10-day quarantine upon arrival in Hawaii.
The first qualifying flight for non-quarantine travel is on July 30. PAL flies non-stop once a week from Manila to Honolulu every Friday, with code share service beyond Honolulu to Maui, Hilo, Kona and Lihue in partnership with Hawaiian Airlines.
For convenience, passengers can avail of RT-PCR testing at PAL's own COVID-19 testing centers in partnership with the Detoxice Diagnostic Molecular Laboratory accredited by the Philippine Department of Health.
However, if a passenger presents test results from a medical provider that is not a Safe Travel accredited lab, the mandatory 10-day quarantine shall be imposed upon arrival in Hawaii.

The change in departure terminals starting 25 July
Dear our passengers,
We would like to inform that starting from 25 July 2021, PAL international flights from Manila to GUAM, HONOLULU, LOS ANGELES, SAN FRANCISCO and NEW YORK will depart from Terminal 2 of Ninoy Aquino International Airport (NAIA).
The terminal operation plan is as follows:
INTERNATIONAL FLIGHT DEPARTURES:
For flights until July 24, 2021:
- NAIA Terminal 1 - All PAL international flights
For flights from July 25, 2021 onwards:
- NAIA Terminal 1 - All PAL international departures (except departures for U.S./U.S. territories)
- NAIA Terminal 2 - PAL departures for Los Angeles, San Francisco, New York JFK, Honolulu and Guam
INTERNATIONAL FLIGHT ARRIVALS:
- NAIA Terminal 1 - All PAL international arrivals from the Middle East -- Doha, Dubai, Riyadh, Dammam
- NAIA Terminal 2 - All other PAL international arrivals
All DOMESTIC FLIGHT DEPARTURES/ARRIVALS will continue to use NAIA Terminal 2.

Restrictions on Dammam flight for July 08

We would like to inform you that in order to comply with Saudi Arabia's local government limits on the number of passengers that PAL will be allowed to carry on, PAL was forced to cancel the itinerary of some passengers on following flights for July 8 (Thursday):

TRAZE CONTACT TRACING APP REQUIREMENT
All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.
Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.
ARRIVING IN THE PHILIPPINES
Passenger arriving in the Philippines are required to register on Case Investigation Forms depending on their traveler type and port of entry
Passengers arriving in Cebu (Mactan Cebu International Airport or MCIA), are required to register online not earlier than five (5) days prior to their flight departure via the Passenger Arrival Registration Form.
Passengers arriving in Clark (Clark International Airport) are required to fill out the Health Declaration Card, Case Investigation Form, and the Affidavit of Undertaking to be collected upon arrival.
Payment of the fees for the swab test, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).
For all international travelers: Please check the most updated travel regulations in the government website of your destination country, as well as your country of departure. These governmental regulations may change frequently and may have an impact on the status of your flight or your acceptance for boarding.
For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, such as mandated documents or health certifications. These requirements differ from province to province, and are revised and updated constantly in line with the anti-COVID-19 arrangements of each locality.
MANILA (NAIA) Terminal Assignments
All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.
Departure and arrival in Manila of all domestic flights will be at NAIA Terminal 2.

Move PAL Los Angeles flights to new LAX mid-gate from June 1 (Updated: 26 May 2021)
Dear our passengers,
Effective June 1, 2021, PAL will be forced to transfer flights departing and arriving in Los Angeles to the new Midfield Satellite Concourse (MSC) of the Tom Bradley International Terminal (TBIT) at the Los Angeles International Airport (LAX).
The MSC gateways are located in a separate concourse connected to the main TBIT area by an underground tunnel. We ask for your patience and understanding and inform you of the following:
- Additional Walk Time to and from Aircraft Gates: Please allot at least 20 minutes additional time to walk to your departure gates at the MSC. From the TBIT main concourse, after clearing security, passengers will need to access the tunnel walkway via escalators, elevators and moving walkways.
- Alternative transportation: There will be terminal transfer vehicles (similar to golf carts) available for passengers who are unable to walk the full distance; accessible via elevators and escalators from the TBIT main concourse. Please allot extra time in case of limited availability of these transfer vehicles. Passengers using wheelchairs will also need to take the elevators.
- Limited shops and services: Please note there are limited shops and food service facilities at the MSC; please plan on completing your shopping and dining needs at the TBIT main concourse pre-departure area, before proceeding to the MSC for boarding.
- No Change in Check-in or Arrivals location: All departing PAL passengers will check in at the TBIT, and all arriving PAL passengers will claim baggage and clear immigrations and customs at the TBIT, in the same areas in use today.

All Middle East flights will arrive at NAIA Terminal 1 from May 17 (Updated: 26 May 2021)

From May 17, 2021, All Middle East flights (from Dammam, Doha, Dubai and Riyadh) will arrive at NAIA Terminal 1 instead of the previously designated Terminal 2.
Details of terminal assignments are as follows:
1. All PAL international flights from Manila will depart from NAIA Terminal 1.
2. PALs from Saudi Arabia, Qatar and the UAE will be in NAIA Terminal 1.
3. All other PAL international flights will arrive at NAIA Terminal 2.

All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.
Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.
ARRIVING IN THE PHILIPPINES
Passenger arriving in the Philippines are required to register on Case Investigation Forms depending on their traveler type and port of entry
Passengers arriving in Cebu (Mactan Cebu International Airport or MCIA), are required to register online not earlier than five (5) days prior to their flight departure via the Passenger Arrival Registration Form.
Passengers arriving in Clark (Clark International Airport) are required to fill out the Health Declaration Card, Case Investigation Form, and the Affidavit of Undertaking to be collected upon arrival.
Payment of the fees for the swab test, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).

Plan to launch direct flights to Israel (Updated: 01 May 2021)
Dear our passengers,
Philippine Airlines (PAL) is working on a plan to launch direct flights to and from Tel Aviv, the gateway to Jerusalem and Israel, in October 2021.
PAL is expected to launch direct flights twice a week to Tel Aviv's Ben-Gurion International Airport, using a state-of-the-art Airbus A350 aircraft. Filipino passport holders are entitled to enter Israel visa-free for 90 days.
Once the global travel environment improves and restrictions are eased, the planned PAL service will allow Israeli tourists to fly nonstop to Manila and connect to the flag carrier's domestic route network.

Under the new Philippine government regulation that comes into effect on May 1, foreign nationals are allowed to enter the Philippines, as long as they meet certain conditions as follows:
- Must have a valid and existing visa at the time of entry, unless they qualify to travel visa-free under the Balikbayan Program set forth by Republic Act No. 6768;
- Accommodation must be booked for at least seven (7) nights in a hotel or accredited quarantine facility and they must be checked for COVID-19 at the hotel / quarantine on the sixth (6th) day from the date of arrival;

Government restrictions - All Filipinos are allowed enter the Philippines (Updated: 22 Mar 2021)
Dear our passengers,
According to Philippine government regulations aimed at controlling the pandemic development, the number of international flights for all combined airlines to Manila will be limited to a maximum of 1,500 per day beginning 8:00 AM of March 18 up to 8:00 AM of April 19. However, effective 12:01 AM of March 22 to 11:59 PM of April 21, all Filippinos is allowed to enter the Philippines.
The entry of Foreign Nationals into the Philippines shall be temporarily suspended, EXCEPT for the following:
1. All Filipino Citizens, whether Returning Overseas Filipinos (ROFs) and Overseas Filipino Workers (OFWs);
2. Diplomats and members of international organizations provided they hold a valid 9(e) visa or 47(a)(2) visa at the time of entry;
3. Foreign nationals involved in medical repatriation endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers Affairs or the Overseas Workers Welfare Administration provided they hold a valid visa at the time of entry;
4. Foreign seafarers under the Green Lanes program for crew change provided they hold a 9(c) crew list visa at the time of entry;
5. Foreign spouses and children of Filipino citizens traveling with them provided they have valid visas at the time of entry;

According to Philippine government regulations aimed at controlling the pandemic development, the number of international flights for all combined airlines to Manila will be limited to a maximum of 1,500 per day.
In addition, the government will also temporarily suspend the entry of Foreign Nationals and Returning Overseas Filipinos who are non-OFWs beginning 12:01AM of March 20 up to April 19, 2021.
The following subjects will be allowed to travel in the Philippines during the above period:
- Overseas Filipino Workers (OFWs)
- Holders of 9(e) visas
- Passengers on medical repatriation and their escort/s duly endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers Affairs or the Overseas Workers Welfare Administration
- Distressed Returning Overseas Filipinos (ROFs) duly endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers Affairs
- Emergency, humanitarian and other cases approved by the National Task Force on Covid19

SPECIAL REMINDERS FOR ALL OUR PASSENGERS:
TRAZE CONTACT TRACING APP REQUIREMENT
All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.
Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.
ARRIVING IN THE PHILIPPINES
Passenger arriving in the Philippines are required to register on Case Investigation Forms depending on their traveler type and port of entry.
Passengers arriving in Cebu (Mactan Cebu International Airport or MCIA), are required to register online not earlier than five (5) days prior to their flight departure via the Passenger Arrival Registration Form
Passengers arriving in Clark (Clark International Airport) are required to fill out the Health Declaration Card, Case Investigation Form, and the Affidavit of Undertaking to be collected upon arrival.
Payment of the fees for the swab test, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).
For all international travelers: Please check the most updated travel regulations in the government website of your destination country, as well as your country of departure. These governmental regulations may change frequently and may have an impact on the status of your flight or your acceptance for boarding.
For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, such as mandated documents or health certifications. These requirements differ from province to province, and are revised and updated constantly in line with the anti-COVID-19 arrangements of each locality.
MANILA (NAIA) Terminal Assignments
All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.

Limited number of international flights to Manila International Airport from March 18 to April 19 (Updated: 17 Mar 2021)

In order to comply with Philippine government authorities' restrictions on the number of international passengers to Manila's Ninoy Aquino International Airport, the airline will need to cancel some international flights to and from Manila during the period from March 18 to April 19.
PAL will still remain to operate the international flights on 18 March on full schedule. International flights on the rest of the period will be promptly notified of any flight cancellations.

Canada executes pre-arrival and post-arrival testing and quarantine requirements
Dear our passengers,
In compliance with the latest travel and health protocols of the government of Canada, all passengers aged five or older, including Canadian citizens, permanent residents of Canada, and persons registered as Indian Citizens under the Indian Act traveling to Canada must present proof of: 1) a negative molecular covid-19 test conducted within 72 hours prior to their initial scheduled time of departure, or 2) a written or electronic documentation of a prior COVID positive test conducted between 14 to 90 days before the initial scheduled time of departure.
The covid-19 test may either be a polymerase chain reaction (RT-PCR) or reverse loop-mediated isothermal amplification (RT-LAMP) test. Proof of test must include: traveler’s name and date of birth; name and address of the laboratory that administered the test; date the specimen was collected; test method used; and test result.
On the day of their flight, passengers must present all required documents at the check-in counter. Philippine Airlines shall verify and confirm the negative test result or proof of prior covid-positive test, and pre-booked accommodation in Canada before allowing passengers to board the aircraft.
These new measures are in addition to existing mandatory pre-boarding and health requirements for air travelers. Passengers are advised to retain electronic or written copy of test result for potential review by the Canadian public health officials.
Please be reminded that failure to comply with travel requirements, and knowingly and willfully making false or fraudulent statements, or concealing information, is subject to criminal penalties and/or imprisonment. Failure of Canadian Citizens and Permanent Residents to comply with this requirement may result in a $3,000 fine or criminal prosecution.
UPON ARRIVAL IN CANADA:
Effective February 22, 2021, passengers shall also be required to: 1) take a covid19 molecular test when they arrive in Canada before exiting the airport; 2) proceed to a government-authorized hotel for quarantine where they shall await the results of testing (Prior to departure for Canada, a traveler must reserve a 3-night stay in a government-authorized hotel); and 3) take another covid-19 test toward the end of their 14-day quarantine period (10th day).
Passengers may visit Canada’s government website for additional guidance and information on government-authorized accommodations or hotel reservations.
Passengers who provide a proof of positive test result taken between 14-90 days before departure to Canada in lieu of a negative test will be exempt from testing upon arrival and during quarantine. They are also exempt from the mandatory 3-night stay at a government-authorized accommodation but must still quarantine for 14 days at a suitable place of quarantine.
Passengers must digitally submit their travel and contact information, proof of reservation, and quarantine plan (unless exempt), and a COVID-19 symptom self-assessment before their flight using ArriveCAN. All travelers arriving to Canada must also continue to submit covid-19 related information daily throughout the quarantine period.
Any passenger who refuses to take a covid19 test upon arrival may be subject to a fine of up to $3,000. Violations of mandatory isolation or mandatory quarantine requirements or the Canadian Quarantine Act may lead to up to six months in prison and/or up to $750,000 in fines.
Willful or reckless violation of the Quarantine Act and Canadian regulations that results to a risk of imminent death or serious bodily harm to another person, including submission of false information regarding an individual’s quarantine plan, are punishable by a fine of up to $1,000,000 or up to three years imprisonment or both.

TRAZE CONTACT TRACING APP REQUIREMENT
All passengers flying to, from, or within the Philippines must download and register through Traze Contact Tracing, a unified and automated contact tracing app, before proceeding to the airport. This is a requirement of the Philippine Government authorities for ALL international and domestic passengers, whether arriving in or departing from any airport in the Philippines, to enable health authorities to notify travelers who may have had contact with a COVID-19 patient.
Passengers who do not have mobile phones or any other mobile gadgets may go to the Traze Helpdesk, located near the terminal entrance in all Philippine airports and at the arrival area of international airports, for registration assistance and QR code printing. Passengers traveling to the Philippines from overseas countries are advised to download the app before they embark on their trip.

MANILA (NAIA) Terminal Assignments
All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.
Departure and arrival in Manila of all domestic flights will be at NAIA Terminal 2.
HEALTH DECLARATIONS FOR DEPARTING FROM THE PHILIPPINES
If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online via https://bit.ly/PALIntPPHD as early as 5 days prior to your flight departure.
Exempted from accomplishing the online PPHD form are travelers bound for Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for United States, Singapore and Canada are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)
NEW OPTION - TAKE YOUR RT-PCR TEST AT PAL'S NEW TESTING FACILITIES
Passengers departing on PAL international and domestic flights from Manila may undergo RT-PCR and Antigen testing at the Philippine Airlines Learning Center (PLC) located at 540 Padre Faura cor. Adriatico St. Ermita, Manila or PAL Gate 3 located at Andrews Avenue, Pasay City also offers Antigen testing. This is a partnership with Detoxicare Molecular Diagnostics Laboratory.
The PAL testing center provides drive-thru or walk-in RT-PCR testing from 8AM to 5PM daily at a cost of PHP 3,300 for RT-PCR tests with results released within 24 hours, and PHP 700 for Antigen tests with results released in 30 minutes. Payment options are: cash (PHP currency only), card (debit/credit), GCash, PayPAL, WeChatPay, or Alipay. Starting January 15, 2021, passengers may also pre-pay for their COVID-19 tests online.
Upon entering our PAL Testing Facilities for your COVID-19 test, please present your ID, plane ticket, payment confirmation (if prepaid), and QR code indicating that you have successfully registered the Passenger Profile and Health Declaration Form online.

The new testing and quarantine process for passenger effective from February 1 (Updated: 01 Feb 2021)
Dear our passengers,
According to the latest resolution of the Interagency Task Force on Infectious and Emerging Diseases (IATF-EID), starting February 1, 2021, passengers arriving in the Philippines will undergo RT-PCR testing on Day 6 of quarantine at a facility / hotel recognized by tourism and health agencies of the government.
Allowed for travel to the Philippines, subject to the presentation of required travel documents are:
- Filipino citizens
- Eligible foreign nationals
- Diplomats and dignitaries
- Persons with medical emergency cases, including medical escorts
Philippine Airlines is reminding arriving passengers to observe the following revised arrival and quarantine protocols:
Passengers arriving Philippines should follow the following revised quarantine and arrival procedures:
1. BEFORE YOU FLY
- Register on the Electronic Case Investigation Form (e-CIF) as early as 3 days before your flight to Manila.
- For non-OFWs: Pre-book a hotel accredited by Tourism and Health Agencies for a 7-night accommodation.
2. DURING CHECK-IN FOR YOUR FLIGHT TO MANILA
- Present your QR code, Affidavit of Undertaking and the Traze App;
- Sign the declaration and waiver form indicating that you are healthy and fit to travel.
3. WHEN YOU ARRIVE
- Accomplish the Health Declaration Form, Arrival Card and Bureau of Customs Form;
- Listen to the briefing of the Philippine Coast Guard and Philippine Airlines;
- Upon deplaning, submit the Health Declaration Form;
- For non-OFWs:
Hotel verifiers will confirm your quarantine booking;
Proceed to the validation and verification desk where Detoxicare staff will confirm your e-CIF data and pre-pay the RT-PCR test (PHP 4,000). Payments can be made via cash, card, AliPay, WeChat Pay, PayPal and Gcash;
(Note: For passengers with no pre-booked hotel, they must choose from the list of accredited hotels suitable for mandatory or stringent quarantine. Cost to be shouldered by the passenger.)
- For OFWs:
Proceed to the OWWA or MARINA Desk for quarantine hotel assignments.
For sea-based OFWs: Proceed to the validation and verification desk where personnel shall confirm your registration;
- Before exiting the terminal, submit the Affidavit of Undertaking to the Philippine Coast Guard and the Bureau of Customs (BOC) form to the BOC Officer;
All arriving passengers must then proceed to their respective transport vehicles for transfer to their quarantine facilities/hotels.
4. AT THE QUARANTINE FACILITY/HOTEL
- Check in for your quarantine stay;
- On Day 3, non-OFWs shall receive an e-mail requesting them to fill up a health check questionnaire;
- Day 6: RT-PCR Testing will be administered;
Non-OFWs shall present their QR code, passport, and payment receipt and shall undergo RT-PCR testing to be given by Detoxicare Medical and Diagnostics Laboratory;
OFWs shall undergo RT-PCR testng to be administered by the Philippine Coast Guard/Philippine Red Cross.
At any point from day of arrival to Day 5, passengers showing symptoms shall inform their hotel of their condition. The hotel shall inform the DOH and BOQ for assessment, medical management and testing.
5. TEST RESULTS
- If a passenger tests positive, an assessment will be made by the health/quarantine officer to determine the approriate next steps.
- A passenger who tests negative may obtain the Bureau of Quarantine (BOQ) medical certificate via quarantinecertificate.com and by emailing the BOQ at boq.qc1@gmail.com;
- Present your test result and BOQ medical certificate for clearance.
6. CHECKING OUT / GOING HOME
- Once cleared, you may call up your relatives or Local Government Unit to pick you up or you may arrange for your own transportation. OFWs may contact OWWA or their Local Manning Agencies
Please complete your 14-day quarantine/ self-isolation under the monitoring of your Local Government Unit (LGU) or Barangay Health Emergency Response Team.

PH GOV'T ISSUES NEW RULES ON TESTING/QUARANTINE FOR PASSENGERS FROM COUNTRIES WITH UK VARIANT (Updated: 26 Jan 2021)
Dear our passengers,
The Philippine government's Inter-Agency Task Force on the Management of Emerging and Infectious Diseases (IATF-EID) has revised the testing and quarantine protocols for passengers (Filipino citizens and eligible non-Filipinos) arriving in the Philippines from countries where travel restrictions are in place due to new COVID-19 variants.
Effective January 23, 2021, passengers arriving in the Philippines from countries covered by travel restrictions shall be given RT-PCR testing upon arrival and shall be given the option to avail of a second swab test on their 5th day of quarantine.
PROCEDURES
1. Passengers arriving in the Philippines are required to register on Case Investigation Forms depending on their traveler type and port of entry
2. For OFWs arriving in Manila, swab testing on arrival will be carried out by the government One Stop Shop, free of charge. For non-OFWs and eligible non-Filipinos arriving in Manila, swab testing will be carried out by the PAL One Stop Shop for a fee of PHP 4,000. (Discounts for Sr.Citizens and PWDs apply)
3. Passengers will proceed to their respective quarantine facilities or hotels.
4. For 2nd Swab Test:
- If you receive a negative RT-PCR test result and are in quarantine at a government-designated facility (free accommodation) and choose to take the second swab test, this test shall be administered by the Philippine Red Cross and Philippine Coast Guard, free-of-charge. For a follow-up on your scheduled swab test, please coordinate with the head nurse available in your hotel.
- Travelers in government-designated facilities WITHIN Metro Manila have the option to undergo the second RT-PCR test at their own expense. (Please read below the details of this option.)
- If you receive a negative RT-PCR test result and are in quarantine at a DOH-accredited hotel of your own choice (on passenger's account) for stringent quarantine WITHIN Metro Manila and choose to take the second swab test, the test will be administered by Detoxicare Molecular Diagnostics Laboratory at a prescribed area in the hotel, with test results released within 24 hours. Cost of test is PHP4,000.
Please note that our testing partner requires a two-day lead time between your registration on the second test and the actual day of testing. You may pre-pay online or onsite.
Please be advised that completing the 14-day quarantine is an option only for travelers who paid for their own hotels.
5. Once the second swab test is administered on the 5th day of quarantine, passengers must continue their hotel/facility stay and await results.
6. A passenger who tests negative on the second swab test must register via the DOH-BOQ Certificate Page to receive his/her quarantine and medical certificate. Passenger will present the two negative test results and the certificate for clearance and check out from the hotel. Completion of the 14-day quarantine at home under the monitoring of one's Local Government Unit is highly encouraged.
7. A passenger who tests positive on the second swab test will be provided proper guidance by the BOQ on the succeeding steps.
FOR PASSENGERS ALREADY IN QUARANTINE
PAL passengers swabbed under the PAL OSS and who are already in quarantine for a minimum of 5 days will receive an e-mail providing them the option to either avail of a second swab test by PAL testing partner Detoxicare Molecular and Diagnostics Laboratory, or to continue their quarantine stay up to the 14th day.
Effective January 23 and onwards, RT-PCR testing for passengers on their 5th day of quarantine in stringent quarantine hotels will be rolled out.
EXEMPTED FROM TRAVEL RESTRICTIONS
The Philippine government's latest directive also expanded the coverage of exemptions from current restrictions on inbound travel to the Philippines from countries with cases of the UK covid variant.
Exempted from the passenger ban on inbound travel to the Philippines are:
- Foreign nationals with valid visas, which include personnel of accredited international organizations,
- Spouse and minor children of Filipino citizens traveling with them. Spouse and minor children of Filipino citizens must hold valid entry visas and must present proof of affiliation with Filipino citizen such as marriage certificate or birth certificate.
- Persons arriving for medical and emergency cases, including their medical escorts, if any,
The said passengers are now subject to applicable testing and quarantine protocols as prescribed by the Department of Health (DOH).
UPDATED REQUIREMENTS FOR U.S. TRAVEL (Updated: 26 Jan 2021)
Dear our passengers,
In compliance with the U.S. Centers for Disease Control effective Jan. 26, 2021, all passengers traveling to the United States via direct or connecting flight, including U.S. Citizens, whether vaccinated or not, must present either 1) a proof of a NEGATIVE COVID19 TEST result taken only from a licensed DOH laboratory within three calendar days from date of departure, or 2) a written or electronic documentation of a positive RT-PCR test result that confirms the passenger had a previous COVID-19 infection within the last three months preceding flight to the U.S. and a letter from a licensed health care provider or public health official stating the passenger is cleared for travel.
According to the U.S. Centers for Disease Control, the covid-19 test may either be a nuclei acid amplification test (RT-PCR) or an antigen test.
Airlines are required to verify and confirm the negative test result or documentation of recovery for all passengers before they board the aircraft. Passengers will also be required to fill out and sign an attestation form at the airport.
For convenience, PAL passengers may avail of the services of the airline's own testing center in partnership with Detoxicare Diagnostics Molecular Laboratory which is accredited by the Philippine Department of Health. The covid 19 testing center is located at the PAL Learning Center (PLC), Padre Faura, Manila. The PAL Learning Center facility in Manila offers RT-PCR testing at PHP 3,300 with results released in 24 hours.
To carry out online pre-payment for tests, passengers will have to register on the Passenger Profile and Health Declaration form at the PPHD site by clicking the appropriate link - https://bit.ly/PALIntPPHD. They will receive a confirmation email, which has a link to the pre-payment portal.
They must click on the link of the test they wish to pay for and they will be directed to the booking and payment portal of Guide to the Philippines. They will have to select the date they wish to be tested and input payment details. Once payment is successful, they will receive confirmation via e-mail. Passengers must present this together with their ID, PAL ticket, and QR code upon entry at the PAL testing facility.
On the day of their flight, passengers must present all required documents at the check-in counter in order to be accepted for flight. PAL international flights depart from NAIA Terminal 1 and arrive at NAIA Terminal 2. Passengers are advised to retain electronic or written copy of test result for potential review by US public health officials.
Please be reminded that failure to comply with above requirements, and knowingly and willfully making false or fraudulent statements, or concealing information, is subject to criminal penalties and/or imprisonment.

UPDATED REQUIREMENTS FOR U.S. TRAVEL (Updated: 19 Jan 2021)
Dear our passengers,
In compliance with the U.S. Centers for Disease Control, all passengers traveling to the United States via direct or connecting flight, including U.S. Citizens, must present either 1) a proof of a negative RT-PCR test result taken only from a licensed DOH laboratory within three calendar days from date of departure, or 2) a written or electronic documentation of a positive RT-PCR test result that confirms the passenger had a previous COVID-19 infection within the last three months preceding flight to the U.S..
The implementation of the updated requirements for travel to the U.S. takes effect on January 26, 2021.
Recovered individuals must also present a letter from a licensed health care provider or public health official stating the passenger is cleared for travel. In addition, airlines are required to verify and confirm the negative test result or documentation of recovery for all passengers before they board the aircraft.
Passengers will also be required to fill out and sign attestation form at the airport.
(Note: The US recommends but does not mandate that international passengers (passengers arriving in the US) take a post-arrival test 3 to 5 days after arrival as well as a 7-day period of staying at home.) Philippine Airlines is reminding passengers to observe these requirements for travel to the US as mandated by the US Centers for Disease Control (US CDC).
For convenience, PAL passengers may avail of the services of the airline's own testing center in partnership with Detoxicare Diagnostics Molecular Laboratory which is accredited by the Philippine Department of Health. The covid 19 testing center is located at the PAL Learning Center (PLC), Padre Faura, Manila.
The PAL Learning Center facility in Manila offers RT-PCR testing at PHP 3,300 with results released in 24 hours. To carry out online pre-payment for tests, passengers will have to register on the Passenger Profile and Health Declaration form at the PPHD site by clicking the appropriate link - https://bit.ly/PALIntPPHD.
After registering on PAL's Passenger Profile and Health Declaration (PPHD) site, they will receive a confirmation email, which has a link to the pre-payment portal.
They must click on the link of the test they wish to pay for and they will be directed to the booking and payment portal of Guide to the Philippines. They will have to select the date they wish to be tested and input payment details. Once payment is successful, they will receive an email confirming payment. Passengers must present this together with their ID, PAL ticket, and QR code upon entry at the PAL testing facility.
On the day of their flight, passengers must present all required documents at the check-in counter in order to be accepted for flight. PAL international flights depart from NAIA Terminal 1 and arrive at NAIA Terminal 2. Passengers are advised to retain electronic or written copy of test result for potential review by US public health officials.
Please be reminded that failure to comply with above requirements, and knowingly and willfully making false or fraudulent statements, or concealing information, is subject to criminal penalties and/or imprisonment.

Philippine Airlines will thus be unable to accept, on flights to the Philippines up to January 31, foreign passengers who originate from the above countries or who have traveled to any of these countries 14 days prior to their scheduled arrival in the Philippines.
Filipino citizens originating from or who had traveled to any of the specified countries within 14 days prior to their scheduled arrival in the Philippines shall be accepted on PAL flights to the Philippines, but will be subjected to additional screening (see below).
Please note that the United Arab Emirates and Hungary are now covered by travel restrictions for inbound travel to the Philippines, effective 12:01 AM January 17 up to January 31, 2021.
The inclusion of the UAE and Hungary brings to 35 the total number of countries or regions with identified cases of the Covid-19 variant, hence the travel restrictions.
The updated restrictions are covered by a Resolution of the Inter-Agency Task Force on the Management of Infectious Diseases (IATF) restricting travel into the Philippines from specified countries, as a protection measure against the new variant of the SARS-COV 2 Virus.
For all arrivals in the Philippines:
RT-PCR TESTING
All arriving passengers will be subjected to mandatory RT-PCR testing-on-arrival.
Passengers from the flagged 35 countries will receive duplicate swabbing. The first specimen will be used for RT-PCR testing while the second specimen will be submitted for genome sequencing.
For OFWs, swab testing will be carried out by the government One Stop Shop, free of charge. For non-OFWs and eligible non-Filipinos, swab testing will be carried out by the PAL One Stop Shop for a one-time fee of PHP 4,000. (Discounts for senior citizens and PWDs apply)
14-DAY STRINGENT QUARANTINE
For OFWs, please proceed to OWWA Desk. You will be assigned a quarantine facility designated by the Philippine government, free of charge.
For non-OFWs and eligible non-Filipinos, please proceed to the DOT desk. You will be assigned a quarantine facility designated by the Philippine government, subject to availability of accommodation.
In cases where hotels designated by the Philippine government are at full capacity, travelers must prepare to shoulder their accommodation in one of the hotels suitable for the 14-day stringent quarantine.
PAL shall not be liable for the unavailability of government-provided hotel accommodation or for any and all hotel accommodation costs incurred or to be incurred by travelers in compliance with the 14-day mandatory quarantine.
If you do not wish to stay at your assigned hotel, you must choose your own accredited hotel suitable for stringent quarantine and arrange your transportation from the airport to the hotel. Hotel stay and transfer costs will be on passenger's account.
You may also book your 14-day quarantine stay in advance.
After arranging your hotel and transportation, fill out the Affidavit of Undertaking and ensure that this has been signed or stamped by the hotel verifier.
Note: Hotels suitable for stringent quarantine are designated facilities to those travelers coming from high-risk areas or vessels as identified by WHO, and those who exhibit flu-like symptoms as identified by the health officer at the airport. These are different from hotels suitable only for mandatory quarantine.
Unaccompanied Minors:
Effective until Jan. 31, 2021, all unaccompanied minor Filipino citizens - from any of the 35 countries covered by the above travel restrictions - shall not be allowed to enter the Philippines, unless they are part of the government's repatriation program. In the latter case, repatriated minors shall be turned over to the OWWA house parent, who will coordinate with the DSWD to ensure the minor's safety and observance of health protocols.
However, unaccompanied minor Filipino citizens from countries other than those covered by the new restrictions shall be allowed to enter the Philippines. Diplomats and dignitaries are exempted from the new travel restrictions, provided they comply with arrival and quarantine protocols.

You will undergo the required COVID testing in Clark rather than in Manila, and quarantine at a Clark hotel accredited by the Philippine health and tourism authorities.
Once you receive a negative test result (usually in 48 hours of the test, although the release timing varies and may be longer or shorter), non-OFWs and foreign nationals may avail of the free shuttle/bus service to NAIA Terminal 2 that PAL will schedule, at no extra charge. The transportation for OFWS will be handled by the Overseas Workers Welfare Administration (OWWA).
Please note that the cost for the COVID tests and the quarantine hotel will be borne by the traveler. (For Overseas Filipino Workers - OFWs, the government will shoulder the cost of tests and accommodation).
Passengers on these PAL flights but originating from certain countries listed under recently imposed travel restrictions must undergo 14-day mandatory quarantine. OFWs shall be accommodated at a facility designated by the government for free. From 12:01 am on 8 January (Philippines Time) until January 15, 2021, Philippine Airlines will not be able to accept any foreign passengers arriving in the Philippines on their flights.
AIrlines will also be unable to accept any foreign passengers who have arrived in any of the above countries within 14 days prior to their scheduled arrival in the Philippines (and if their expected arrival time is from January 8 to 15).
On the other hand, Filipino citizens originating from or who had traveled to any of the specified countries within 14 days prior to their scheduled arrival in the Philippines, and who are arriving within the period of January 8 to 15, shall be accepted on PAL flights to the Philippines. However, they will be required to undergo RT-PCR testing upon arrival and a 14-day quarantine at a stringent quarantine facility (even if they receive a negative test result). Returning Overseas Filipinos have the option of choosing their own quarantine hotel from the list of DOT-accredited hotels for stringent quarantine.
From January 8 to 15, all unaccompanied minor Filipino citizens - from any of the 27 countries covered by the above travel restrictions - shall not be allowed to enter the Philippines, unless they are part of the government's repatriation program. SPECIAL REMINDERS FOR ALL OUR PASSENGERS:
For international passengers arriving in the Philippines:
Passengers arriving at Manila airport are required to register at least three (3) days prior to their date of departure to arrange for the mandated COVID-19 swab test (RT-PCR) to be administered upon arrival.
Passengers arriving in Cebu (Mactan Cebu International Airport or MCIA), are required to register online not earlier than five (5) days prior to their flight departure via the Passenger Arrival Registration Form.
Passengers arriving in Clark (Clark International Airport) are required to fill out the Health Declaration Card, Case Investigation Form, and the Affidavit of Undertaking to be collected upon arrival.
Payment of the fees for the swab test, as well as the cost of hotel accommodation, shall be shouldered by the traveler; except that the cost for OFWs shall be shouldered by the Overseas Workers Welfare Administration (for land-based OFWs) and by MARINA or the local manning agency (for sea-based OFWs).
For all international travelers: Please check the most updated travel regulations in the government website of your destination country, as well as your country of departure. These governmental regulations may change frequently and may have an impact on the status of your flight or your acceptance for boarding.
For all domestic travelers: Please check with the local government offices of both your origin point and your final destination on travel requirements, such as mandated documents or health certifications. These requirements differ from province to province, and are revised and updated constantly in line with the anti-COVID-19 arrangements of each locality.

If you are departing from the Philippines, you must accomplish the Passenger Profile and Health Declaration (PPHD) form online as early as 5 days prior to your flight departure.
Exempted from accomplishing the online PPHD form are travelers bound for the United States, Canada and Australia, all of whom must accomplish the paper form upon check in at the airport. (Passengers bound for Singapore are required to accomplish the PPHD paper form upon airport check-in in addition to the online registration.)
MANILA (NAIA) Terminal: All our international flights from Manila will depart from NAIA Terminal 1. Arrivals will be at NAIA Terminal 2.
Departure and arrival in Manila of all domestic flights will be at NAIA Terminal 2.
